Our History  

 

The Homeland Security Institute was envisaged by the National Research Council of the National Academies in its report Making the Nation Safer, which proposed the creation of the Institute as a way for the federal government to “gain access to crucial analytic capabilities to inform decision making….”  

The Homeland Security Act of 2002 called for the establishment of the Department of Homeland Security and directed the new Secretary to “establish a federally funded research and development center to be known as the ‘Homeland Security Institute.’”  The Homeland Security Institute became operational in June 2004 and by law was terminated on April 25, 2009.  Since its inception, the Institute completed more than 300 tasks and provided support to virtually every major staff function and component within DHS.  The Institute also supported the homeland security needs of several other organizations like the Department of Defense, Education, Interior, Health and Human Resources, Justice, the Office of the Director of National Intelligence, and the National Archives, the Smithsonian Institution, and others.   

Shortly before the initial contract to operate the Homeland Security Institute terminated, our parent corporation, Analytic Services Inc., competed for and was awarded a contract to operate the new Homeland Security FFRDC for studies and analysis.  Beginning on April 26, 2009, we began operating as the Homeland Security studies and analysis Institute.  Building on our previous congressional charter and a solid foundation of high-impact contributions, the Institute will expand its support to DHS and others across the homeland security enterprise.
